Military Registration Abroad
The Government Resolution #1487 (December 30, 2022) caused a great resonance. From that time, the Ukrainian embassies and consulates must keep records of military obliged people, conscripts and reservists abroad. Embassies must inform men about the start of a new conscription and the Security Service of Ukraine (SBU) about the registered people.
After arrival abroad, men are obliged to register at the Embassy of Ukraine within a week. This applies to men aged 16-27, conscripts and reservists under the maximum age of being in reserve. The same applies to women with medical and pharmaceutical education. According to the decision of the Cabinet of Ministers, it is possible to register via the "Diya" application.
According to the law, the consulate must facilitate the return of the people mentioned below to their homes. However, the exact mechanism of this process does not exist yet. According to the current legislation, these institutions cannot issue subpoenas. Citizens are extradited for crimes and the departure of men outside Ukraine is not a crime. Deportation of foreign citizens takes place because of malicious violation of the law and order of the host country.
So today, only administrative liability with a fine of 3,400-5,100 hryvnias can be established for refusal to return home.
