  • You will provide direct support to the Naval Sea Systems (NAVSEA) Executive Director, managing the Senior Executive Service (SES) executive life-cycle,
  • You will provide Human Resources Management (HRM) products and services for SES, Scientific and Professional (ST) and Senior Level (SL) positions for the entire NAVSEA command,
  • You will manage the AdHoc Executive Resources Board (AERB) process, advising on merit system principles, drafting vacancy announcements and performing qualifications analysis, participating in the rating, ranking, and interview process,
  • You will provide advice and guidance to managers on classification regulations and processes to assist in the development of position descriptions,
  • You will coordinate with field activities, NAVSEA, HQ/PEOs and OCHR Executive Management Program Office for position classification and other vital executive management criteria,
  • You will maintain and distribute performance appraisals to rating officials and executives, distributing scoring tools and verifying completed packages in the Executive Performance and Appraisal Tool,
  • You will provide advice and guidance to senior executives in the hiring process of highly qualified expert executives in the HRM programs,
  • You will carry out complex studies and projects involving executive personnel management program development, evaluation, and other HR services,
  • You will provide support for the NAVSEA representative in DON and intra-NAVSEA working groups, and formal and informal advisory forums to present and negotiate NAVSEA executive positions, representing executive management administrative functions.
Requirements Conditions of Employment

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
QualificationsYour resume must demonstrate at least one year of specialized experience at or equivalent to the next lower pay band, NH-02 (GS-11 equivalent) grade level in the Federal service or equivalent experience in the private or public sector. This position has a control point; thus, the salary range for this position is capped at GS-13, step 05 which is currently equivalent to $126,949.
